Try to disable the elvui addon and check again, just in case its an addon thing. If not, well you hit the jackpot.

After diabling all addons and reloging the item is still the same, when I linkt it in chat it shows as 951 when I show it to someone in trade it is 951 on their end too

Happened to me too with my Priest Undecan. I did a WQ and got 930ilvl Hands as you can see here: https://armory.wow-freakz.com/character/felsong/Undecan

That was just you being very lucky, and it's no issue. He got a 951 item lvl, there shouldn't be 951 ilvl existing, 950 or 955 cuz it goes every 5 ilvls.
