[Monk] SEF incorrectly spreading to adds

Bug description: Clones incorrectly spread to adds, basicallywhenever they are spreading they are spreading to only 1 target instead of 2, making it harder to get mark of the crane stacks. This makes for monk doing way less damage in aoe situations

here on the very first pull you can see the monk popping clones then doing Rising sun kick then tiger palm and getting 6 stacks of mark of the crane ( on the far right bars he has spinning crane kick and you can see the stacks on the spell icon)

What I think causes this is that clones go to the closest target to them without mark of the crane and if the closest target happens to be the same then they both go to it.
