[FIXED] [Monk] [Windwalker] Storm Earth and Fire general issues

Bug description: All the way back in 7.1.5 there were some QOL improvements to SEF, some of them (if not all) which are not applied on the server

The major part is that the clones should Hit Combo and Transfer of Power stacks from the user and that they should channel Fists of Fury 25% faster. (none of this happens currently)

"Fixed several bugs affecting Storm, Earth, and Fire. Clones now channel faster, move faster, and target more reliably. Clones now inherit and benefit from your stacks of Transfer the Power and Hit Combo when summoned, and are more survivable."

I have a Hit Combo and Transfer of Power weakaura and you see that when I use storm earth and fire i have 6 hit combo and 5 transfer of power and the clones do not inherit those stacks.(after I use an ability you see that the clones gain 1 stack of hit combo and have only that stack)
Also you can see that they channel Fists of Fury at the same speed as the one controlled by me.

At 13:27 we see the during the fists of fury channel that the clones finish the channel of the ability faster than the player

https://streamable.com/93uny1 - here you can see that the clones do not gain Transfer of Power stacks at all actually and they should as in the patch notes it was said that they benefit from both hit combo and transfer of power

Confirmed.

1. FoF doesn't channel 25% faster.

2. Hit Combo and Transfer the Power isn't displayed on clones if player monk had them before summoning the clones. Hit Combo refresh mechanic works while Transfer the Power doesn't even do that.
