I should receive quest Scarlet armies approach, however the are no quests it that house or Ebon hold.

After checking your quest progress for the character "Toomuchsugar" I have found that you are not at that quest yet. You have not done "The Scarlet Onslaught Emerges" yet, nor are you even eligible to accept that quest yet.

The last quest you did is "Brothers in Death". The next quest you have to do is "Bloody Breakout" which is started by Koltira Deathweaver in the Scarlet Hold.
