[DUPLICATE] [Balance Of Power] Questline Issue

Character name: Kionamaru

Bug description: Just finished the first quest of the Balance of Power questline from Archmage Kalec. Upon completing it, I saw a chat bubble from Senegos in the middles of the lake, but he isn't there. I looked up the questline and I should get the next part of the questline from him. But he isn't there where he should be, I have tried deleting my cache and everything. Nothing is working and I am becoming very frustrated. Please help me out.

The issue was already reported here where it's stated that the NPC is suffering from phasing issues.
