You need to have the appropriate Rated BG achievement in order to buy these items. (Or, alternatively, you needed to have that title in Vanilla, which does not apply to our server as we started the realm as a Legion realm)

Rejecting this as there's nothing wrong, it's working as intended since 7.3 and was bugged in previous patches.
