Bug description: Vethir does not spawn where he is supposed to. This makes playing through Legion impossible, as this quest is vital to Stormheim's zone storyline, which is needed to get friendly rep to unlock wqs to unlock emissaries to unlo-... you get the idea.

I've tried everything on my end. Relog, PC restart, deleting cache, etc...
