Does that thing have a drop chance? Because i've been getting this thing non stop from either heroic or nm, this time on my alt when i finished NM, this thing didn't drop.
Is it intended? Does it have drop chance? Is it a bug because i finished LFR before NM?

The item isn’t a guaranteed drop so that’s why you didn’t get it. Either that or you’ve already looted one sometime during this raid lockout.
If you didn’t, you still have a chance to get it from heroic or mythic.

Pantheon's Blessing has a VERY HIGH drop chance on Normal, Heroic and Mythic, but it is not quite 100%, there is a small chance that you won't receive one sometimes. It can not drop from LFR! (but LFR will not give you a loot CD for this item either)

What Lexq said above is incorrect - you have one chance per week to loot it, regardless of difficulty (except LFR). (All difficulties have the same drop chance) Doing it on other difficulties will not give you additional chances for getting another Pantheon trinket or the Pantheon's Blessing. (If this does happen that would be a bug and should be reported!)

If this is scripted differently on freakz and I'm unaware of that then my bad, otherwise he does have a chance to get it by killing Argus on a different difficulty.

The person who wrote that comment is most likely wrong or trolling, it has been stated several times on Wowhead and by Blizzard Game Masters that it's only one chance per week across ALL difficulties.

I see, makes sense, i've been getting them non stop, and then suddenly it didn't drop and confused me quite much.

I'm not sure what exactly the drop rate for them is, it's something around ~90% I'm sure, you get them ALMOST everytime.
