Bug description: The issue is similar to this bug report, but it's just a different spell. The more haste you got, the less ticks you will have which shouldn't happen.
Proof:

Test 1 done with 11% haste,

As you can see the spell is losing 4 ticks, although haste should only affect the maximum duration of the spell (reducing it) and not it's ticks.

Confirmed.

As you can see from the formula and link below, the Artifact should always have 14 hits which shouldn't be affected by Haste.
