Bug description: Subterfuge works fine when you attack a target, or if a target hits you and gets you out of stealth, but DOES NOT work if it doesn't damage you (e.g. hunter's flare ID=1543). Besides this, if you just simply get out of stealth by yourself, subterfuge isn't applied either. This worked perfectly in Legion, but doesn't in PTR.

Proof: It's just easy to check. It's not a visual bug, i tested damage of garrote on dummy in Boralus, and also had some duels with same result.
