Bug description: It doesn't proc when my party member was stunned. It should also have like a symbiosis with loaded dice https://www.wow-freakz.com/spells.php?spell=256170 (wowhead link) . None of these work.
Proof: The DK stunned the Paladin as so far nothing happens, no proc. https://imgur.com/a/Eo7eroF

why should it proc off your stunned party member?
have you read the talent description?
