Bug description: not sure if its correct, but second wind doesnt proc while you are affected with dot, i think ive read for legion this fix, if u have dot it doesnt count as damage, only direct spells affect this

looks like SW should not heal if there's a dot on you

these both discussions are about 'Second wind' and absorbs
does SW proc on you if the dot damage is fully absorbed?
if so then the bugreport is false

As far as im aware,no changes were done to second wind from Legion to Bfa.Damage taken is damage taken no matter what if its a dot or whatever it is(as long as u take dmg from a player in pvp or trash/boss in pve).Second wind cant proc in that time.If by somehow the dmg taken from the source is considered as environment damage taken(as falling dmg is,grievious,bursting etc.)then yes,second win procs.Rejected.
