Stormsong Valley, heavy artillery DOES NOT WORK

Bug description: Boss does not spawn at all

I have cleaned the cache folder, i have relogged, i have retook the quest, and he still DOES NOT SPAWN. Everyone on this screenshot can also confirm. It IS bugged.

Can you please try to unstuck your character and then try again? It could be possible that you're not in the same phase.

In any case, the quest will be looked into.

In order for the Commander to spawn, you need to kill 2 Tank Engineers which should be spawned right next to the tank. (https://www.wow-freakz.com/npc_finder.php?npc=138125&&name=tank-engineer) However, these are not spawned according to the database. I believe that's where it goes wrong.
