[Motherlode] Mechanized Peacekeeper

Bug description: 2 bugs:

1. Sometimes (hard to reproduce) you can't dmg the peacekeeper from any direction regardless of where he's pointing the energy shield.
2. The energy shield is triggered way too early since the previous one was cast. It should be like this: 22 seconds from the moment it starts casting the spell (not holding the actual shield) until the next casting starts.

Proof: https://gyazo.com/fb86ac6666ce4f7e12503e8c5a0b3283 (for 1 it's obvious), for 2 there's a Plater addon tracker above his head and he starts casting when there are about 4.5 - 5 seconds left. He should start casting when that timer is finished.

If you could provide more proof or how to reproduce it feel free to, will be immediately reported.
But for the second problem, confirmed they are casting Energy Shield too frequently, thank you for reporting
