Bug description: the hidden quest chain for this quest is not working when you start it by reading the first note it should start the quest and it should spawn a Rusty Lever in Ulduar thats not happening right now

there should be 2 versions of scrapyard light in the database you need 100 of the dummy lights and 300 of the right ones, for the quest to proceed you need to turn on all 300 Scrapyard lights and they should then despawn making the quest complete and place 4 new Scrapyard Lights and https://www.wowhead.com/object=272039/inconspicuous-note in the middle this should start the new quest
