Bug description: Stagger doesnt work correctly.
Proof: There is no way tanking harder bosses in Uldyr (HC / Mythic). Its even hard to tank M+ on higher keys. The damage Brewmaster Monks get is insane. I played Brewmaster on retail (BFA) with main focus on progression raiding. As I said, it was never so hard to tank .. Brewmaster should be top tier tanking raids in BFA, but it is shit atm.
