Bug description: Heart of Azzeroth won't level up beyond 29. It keeps saying 1 to next level but it never levels up. Is it bugged or it's relevant to overall ilvl (mine is 356).

It is not bugged, try to close your game and delete Cache folder from it, see if that helps when you login to your character.

Edit: The correct amount will be displayed again once you reaches a different level. This issue has been reported already by other players, I am sorry for inconvenience.

Maybe I should clarify myself a little bit better. There is an visual issue regarding your case, you do gain the Azerite Power but it is not displaying it. Once you reach the next level, it will fix by itself. Our team is already informed about this issue and it will be fixed in the future.
Again, it is only a visual issue, you have nothing to worry about!
