[DUPLICATE] [Monk] [Talent] Chi Torpedo does not provide 30% mouvement speed buff at first use

Bug description: After using [Chi Torpedo], the monk should earn a mouvement speed buff of 30% for 10sec, which is not the case (and neither for the mouvement speed effect). When using another[Chi Torpedu] less than 10sec after the first one, the buff appears correctly with 2 stacks providing 60% mouvement speed.
Proof: I recorded a short video about it, the quality is pretty low unfortunately, I can demonstrate online too, or any monk, all of those I've talked too about this told me that they encountered the same issue.
The video is in private and only users with the link will be able to see it, if it's against the server rule just tell me and I'll remove it asap.
