Bug description: Blinding sleet breaks insta on damage. It should act like a fear, breaking on % treshold
Proof: Can be tested easily.

In the video (1:58), Mes grips blinds 2 targets, dealing damage in the meanwhile, on freakz it acts like rogue's blind and it breaks at first dmg portion
