Bug description: After the bugfix, I have tested again on dummy. It took longer than the first time to cap the runic power (still does not proc on off-hand hits and also as I stated it should proc on miss/dodge/parry, but it still does not proc)

I tested it last night on PTR took me aprox 2 minutes to cap out the runic power with full gear on . The RPPM and off-hand hits were fine , i used gear on aprox 25% ish haste . I will test it once more on live and PTR later this day .

The thing is, it should be capped way faster than 2min, without any haste gear (frost plays mastery>crit in pve, and mastery>vers in pvp). It does not proc from misses/parries/dodges right now.

Is like, ofc with haste should cap yo ufaster (more aas, more chance to proc due to RPPM). Just think about that on live you are capping rp faster, and the RPPM of the talent is reduced.

the guy misses like 3 aas in a row and runic attenuation still procs (Is not Frost Fever, since frost fever gives +5 runic power), you can also check by playing the vid with 0.25 speed.

Nothing regarding proc flags. The only change made from 8.3-9.0 was making it generate 5 runic (down from 3), but they decreased the RPPM (18 on bfa, 10 on SL). They did this to close out the gap between 2h and 1h.

In Freakz DB it is set as "Successful melee auto attack" and it should proc even if it misses/parries/dodges etc.
