Open Palm Strikes vs Glory of The Dawn

Every single guide I have checked says Open palm strikes should be stacked on Windwalker monk x3.
They also say Glory of the dawn is good but it is not good to stack it x3.

So, in a way, if this azerite trait is not fixed we are missing our BiS trait for pve
The reason for this is that Glory of the dawn stacks badly because it only ever procs 25% of the time.
Open palm strikes adds damage to every tick of FoF every single time. 5% of the time it returns chi.

Anyone have an opinion about this?


EDIT: Tested trait, it is adding damage now, it is working. So this means it is the BiS stacked (x3) azerite trait, correct?

Yes, for 8.1 the BiS Azerite Trait for Windwalker is always 3x Open Palm Strike no matter what Content you will face (Raid or M+). And as you already said Glory of the dawn is not worth stacking at all.
