[DUPLICATE] [Invasion Point: Naigtal] Skips Second Stage and No Legion Commander Spawns

Bug description: As you can see its starts Final stage as the second stage but no [Legion Commander] spawns and the Stage 2 mobs spawns such as the [Hellfire Infernal]s.
I have tried doing the Stage 2 by killing all the 5 Hellfire Infernals but nothing happends and no Commander spawns.
