The quest is part of the questchain for increasing your HoA level A Speaker's Resolve.

I don't think the report is entirely correct. Normally in 8.1 you would be able to do this.
I think it's an invalid report as the server (since we are running 8.3.7) will probably follow the Storyline Empowering the Heart which has replaced "A Speaker's Resolve" in 8.2.

This won't be added until patch 8.2, as the questline massively changes after patch 8.2, and remains in its changed way for the rest of the expansion.

We will release the 8.2 version, in 8.2.
