This is part of the Tools of the Trade quest chain for Engineers. You must be level 120 with an Engineering Skill of 150 to unlock this chain. At the end of the chain you will learn how to make the Ub3r-Spanner.

is this fixed yet? im on this quest as of right now. i tried the "delete cache + retake quest" about 5 times now and it still doesnt work. its kinda tiring quitting and deleting then retaking the quest then finding out the npc still didnt spawn.
