Bug description: This breadcrumb quest should have been available since 8.0.1 but not a single one of my 9 Horde characters can see it. This quest starts the quest chain that unlocks the Whistlebloom Oasis flight point.

It looks like it has not been implemented yet. There are no trello reports about it. Perhaps it's not a priority.
