Bug description:
Sometimes, the cooldown of Concentrated Flame is showing that you can use the ability, as if there was still 1 charge, but you can't actually use it.

For me this bug is mostly in pvp ,maybe I spam the button 2 times and dont notice it and the server thinks I clicked once ? maybe ?

I somehow got to reproduce the bug by applying the Purge the Wicked dot on 3-4 targets this way: I start the fight by spamming the ability button and applying the dot on 3-4 targets, then, as fast as I can, right after the 3rd or 4th dot applied, I start spamming the Concentrated Flame ability. Doing it this way, I get to bug the ability's cooldown visual like 3 out of 5 attempts (to bug it).
Most of the time this happens when I have 2 charges of CF. Other than that, it's pure RNG, because sometimes, even with high APM and hard spam of the dot, the bug doesn't show up. Also, haste is not a problem from what I can tell. It bugs either way, even if you have high haste(starting fight with procs) or not. Sometimes it does, sometimes it doesn't.
I feel like if you spam CF fast enough after the 3rd or 4th dot applied, like almost at the start of GCD, the bug appears. Also, sometimes it shows that you have 2 charges left, whenever you have none.(usually it was showing that you still had 1 charge)
The only thing I can think of is a spell queue issue/ GCD issue.(like not being able to deal with high APM/ hard spam of abilities)

I can confirm that it happens but it also happens with Breath of the Undying essence and usually in PvP scenarios (arena, bg). I couldn't find a fix pattern to reproduce it but it happens any other bg or arena.
