[DUPLICATE] [Quest][Shadowmoon Valley]/[Lunarfall] Finding a Foothold

Character name: Veuarie
Bug Description: The Prophet Velan mounts up and starts walking and talking. Once this part of the dialog is finished he despawns and the quest is marked "Ready for turn-in":
Prohet Velen says: It is good to see you, my child. My people welcome your aid, champion. Come with me.
Prohet Velen says: We will deal with one problem at a time. First, we must settle your people.
The quest appears to be complete at this point, but it cannot be turned in. As I approach Lunarfall, the quest vingette disappears, and there is no NPC at the turn-in location (Lunarfall: 31.5, 34.7).
Vingette visible at 27.39, 14.01 but disappears at 16.37, 13.06 (forgot that in the image)
The quest can be dropped and repeated with the same results.
