[DUPLICATE] Skycaller Faeb is not spawning

Character name: No character related.
Bug description: Skycaller Faeb who should be in both Moonglade and Dreamgroove but she is not there. I have looked everywhere on the internet and in-game, she is nowhere to be found. Freakz NPC finder says "NPC isn't spawned anywhere"

I have been looking for this npc for 2 days from time to time and not have seen her anywhere and from the npc finder either something is wrong with the spawning or somebody disabled it completely. Either way i would deeply appriciate an information about this issue. Thank you so much for your time!
