[REJECTED] [Uniting Kul Tiras] Unavailable in alt, despite following guide

Character name: Gizuko
Bug description: Having finished the Uniting Kul Tiras questline with a different character, Wyrmbane won't give my alt the quest to open World Quests (again, Uniting Kul Tiras). Did everything in this guide to no avail: https://forum.wow-freakz.com/view-post-6005315.html War Campaign has been completed to the point of stablishing a foothold on Vol'Dun, as recommended in said guide.

"Main" character, Myronystar, is a void elf, so perhaps this has something to do with VEs being an allied race and not a core one?

Here is Gizuko next to Wyrmbane. The only quest offered is the one showing on screen. Accepting it and relogging didn't work, either.
