Bug description: The Problem is that new character cant get anymore quest.

When you finish this Quest "A Nation Divided". You get to unlock Scouting Map to Accept a Quest called "Tiragarde Sound". But it does not work here.

This is for new character at level 10 to accept this quest.

If your issue is about the scouting map it should be fixed now. We applied a fix on the 15th of february.
