Bug description: Can not finish quest ''A Cycle of Hatred'' because npc ''Lady Sylvanas Windrunner'' (https://www.wow-freakz.com/npc_finder.php?npc=134711&name=lady-sylvanas-windrunner) does not spawn.

Same problem here. Tried to do Battle for Lordaeron scenario but Archivist Sylvia doesn't work. Try to get Hearth of Azerth but Earthen Guadian is missing too, both in Dazar'alor and Grand Bazaar
