[Artifact Power] Mailed AP Items Do NOT Get Scaled With Knowledge

Bug description: If you have full inventory when awarded AP, it gets mailed to you. I had this happen to me and the mailed tokens gave ground level non scaled AP.
Proof: I can't exactly re-create this right now, and the best screenshot I can take is this: http://prntscr.com/onei07. Unfortunately I didn't notice the amount of AP the tokens awarded until after I had used them. If you'd like to test this I suggest you do it with mythic 0 tokens, Talisman of Victory, as these are the ones I displayed in the above screenshot. TL;DR, get full inventory, kill a few M0 bosses, and check the mail.

P.S. I have no idea if the same happens with M+ tokens, but I'm pretty sure it doesn't, since if that were the case someone would've reported that by now, I'm sure.
