Bug description: when a passive or mastery that resets the charges of mongoose or gives any occurs in most cases it will put a soft cd on the mongoose bite which won't let you use it for few seconds

there is a tricky way to reproduce this which is to not have any items that proc you haste like trinkets or enchants and to not have any pet active. easiest way is with https://www.wow-freakz.com/spells.php?spell=201075&&name=mortal-wounds talent . put lacerate on two or three targets and use mongoose bite on cooldown until you will notice that the spell will black out for few seconds when the passive wants to give you an extra charge sometimes
