[Druid][Balance] Moonfire/Sunfire extend dots, snapshot

Bug description: If you extend moonfire/sunfire via starsurge, wrath or starfire crits, the dots, are not extended with procs meaning like this: you snapshot moonfire with 10000 intellect buff, buff expires, starfire crits, the dot is extended but moonfire's damage is calculated like you didn't have that 10000 intellect buff when you first applied it.
Proof: With potion, Sunfire ticks for 8818


Potion expired, extended Sunfire duration, ticks for 7538



This applies to both crit chance, mastery and haste, not talking about UVLS.

Yep, most DoTs on Freakz are like that for some reason.

This bug is a real pain for very geared druids who get a lot of starsurge porcs and can make the dots longer and longer.

@shocker, if you can a take a look, I know you are busy with Legion, but the mechanic is the same with Festering strike, and Dk Dots.

especially druids are bugged in this way, i got 560 gear for feral, the right gems... etc and the best i did was 200k burst with rune of reorganization
