Bug description: Blur doesn't proc when you fall below 35% while your are stunned

edit1: it happens to randomly proc while im above the 35% HP treshhold https://imgur.com/a/IZvhmcA or not proc at all even while im not stunned..was only rooted (will try to catch with a screenshot)

Confirmed, This spell procs unreliably while stunned or rooted it seems
