[FIXED] [Hunter Artifact] Thas'dorah, Legacy of the Windrunners generates persistent error message

Bug description:
While wearing the item, the user can see a continuous spam of the "You can't do that" error message. This overwrites any other message, so the user has no feedback on everything else.

This issue seems occur because of the Windrunning buff that is applied constantly. (https://www.wow-freakz.com/spells.php?spell=219223&name=windrunning link might not be usable info since the text on the website differs from the one in game - see video)

Please note that I am not pressing any spell, not trying to do anything and the error message is there.

Can't reproduce this problem at all, when did it start occurring for you? Give me some more information so I can work with this, thank you.

This issue started happening as soon as the 7.3.5 update was on. It also happened on the 7.3.5 PTR, but I have never seen it on 7.2.5.

Maybe it is just MY item, somehow?
I can guarantee it's because of the Hunter Artifact because i have tried to do a little bit of further testing before posting, by testing different combinations of items that i have. I also tried Chaning Specs, relogging with the weapon in my bag and then re-equipping it, doing /reloads and so on. Also, the wow build is fresh (redownloaded the whole client from the website) and I had no addons at the time of posting.
I can do some further testing if you have any idea regarding this.
I'm thinking that maybe a GM can remove my item and then give me another one to try... I don't know if that's even possible...

I have this problem too on my hunter.
For me I'm 100% sure it's because I must complete a hunter quest in class hall, called https://www.wow-freakz.com/quest_helper.php?quest=41542&name=preparation-for-the-hunt , which is bugged because the NPC, Apata Highmountain it's not spawned in Dalaran.
It's the quest you must do for your artefact weapon, as many of us can't spend artefact power because you can't open the weapon in class hall.

Actually, this bug might be because WINDRUNING is supposed to stack up to 5 times, gradually increasing movement speed WHILE NOT in combat, up to 25%.

So this bug should be renamed to reflect the actual issue: Windrunner buff should stack 5 times

i can confirm it too, i get annoying error messages like ,, You cant do that" outside world, but in dungeon i dont get this error.

First thing that catched my eye on my hunter.
here is a video.
1. does not stack to 5
2. "you can't do that yet" message
3. disappears when bow is unequiped.

That is correct. You also don't get the error in Kalimdor, Eastern Kingdoms, Outland and Draenor, because the speed increase buff should only work in Broken Isles, which it does (zone wise), but not correctly (is flagged as un-stackable).

When switching zones, destruction artifact provides a "you are in the wrong zone" message.

The bug might be related to the passive/hidden abilities that the artifacts have.
Some talk, some increase speed, some oneshot low tier mobs etc.
