There is only one way of completing this actually, but it sounds stupid, you need a horde character (preferable hunter with barrage) and kill ALL alliance npcs in the nearby area and then pick up quest and talk to the elder and it should work then (discovered it by coincidence). But regardless the questchain is bugged. https://www.wow-freakz.com/quest_helper.php?quest=29894&&name=spirits-of-the-water worked for me on 1 character, on the other one it would not complete, on that one i got stuck at https://www.wow-freakz.com/quest_helper.php?quest=29726&&name=si-7-report-hostile-natives which has no way of getting completed since https://www.wow-freakz.com/object_finder.php?object=209615&&name=stay-out-no-visitors is not targetable. Hope this helps.

It's the main quest chain from where Alliance starts... cause of this one bug you miss out on 22 other quests this really needs a fix
