How do I get 'Flight Training: Ring Round-Up' quest done ?

Considering it's a private server a lot of quest completions are alternated somehow. I'm lost on few quests so I just abandon them but help me with this one. I think it gives the mount flying skill so it's kinda important.

Pandaria flying just Costs 2.5k Gold, the quest give Nothing but Gold and some repu.
You just Need to fly through the Clouds with ur own mount

Sure but my mount can't fly in pandaria !?!! I'm sorry I'm kinda noob, haven't played the game for 10 years now. I tried to go to Shrine of Two Moons to pay for the flying skill but it but automatically gets me to Dalaran?!??! Is it a bug? Or am I that noob?

Hello mentasmastika,

It's not a bug, it tells you what to do on-screen, too.

You have to complete the "Temple of the White Tiger" quest chain to access the Vale of Eternal Blossoms. Lore-wise the area is locked and only opens once you get permission to enter, which happens in that questchain.

Here's the first quest for the chain:

You can train to fly in Pandaria in the Shrine.
