Bug description: You are supposed to go under the stairs, click him and start the fight. Then, you need to loot him. Instead, he is constantly hostile and there is nothing to loot.

Confirmed. Inkrot should have a dialogue window which allows you to make him attackable, but instead he is hostile and does not drop the quest item.
