[Naga Hide] Skill not proc'ing

Bug description: The effect on the weapon used by the druid doesn't proc.
Proof:

When enchant is put on a 1h weapon used by my prot paladin works.

For guardian druid with 2h weapon there isn't even 1 proc after many fights.

Brewmaster has dodge and a bit of parry and there wasn't even one Naga Hide proc.

From what I see it works only for paladin and warrior( https://imgur.com/a/WZrMcNS ). The only thing war/pala have in coming is block and monk/druid don't have it. If this is the case it impacts DK/DH tanks too because they don't have block.

Confirmed. Sorry, should have checked for other specs aswell, i thought if it works for one it works for all of them.
