Pet battle world quest not functioning

Bug description: npcs for pet battle quests aren't showing when the quest starts and the phasing is through

It's not a phasing issue. The guy spawns a little away, on the other side of the road. It's just the wrong spawn point. You do have to go to the quest location to get him to spawn, but then you can fly back and battle him.

As Emilia said, he will spawn on a location that is a bit different than what is shown on the map, please just fly around and you will be able to find him.
