Bug description: it gives two stacks if you hit only one target. If you hit 2 targets it gives you 3 stacks

the strike of the windlord 800k at the bottom is from the offhand. The main hand is just above in the combat log and you can only see Physical.

It should generate two, as it hits with 2 weapons separately, gaining stack with each attack. I'm pretty sure
