Bug description: most of the boats are at the bottom of the sea and some of them have a weird appearance (idk how to explain xD ), you can also target them but can't attack them directly (maybe with mage AoE like blizzard works )

You can attack some boats on the bottom of the sea. As for the one's you can't - as long as you keep them targeted, and you swim upwards to the surface, you can attack them and they will float up. I'm not sure if this is a visual bug or if there are some water mechanics missing, but you can complete this quest with before mentioned workaround.

well you are right, you can complete the quest but it takes you some time because very few spawns work properly, maybe the spawns are just not calibrated , they need a little tweak and it's all good
