Bug description: It increases the heal more than it should:
In the tests I had Mist wrap so I had a 40% increase.

Without enveloping the heal was 59644
With the buff it was 104447

1.4 * 59644 = 83501

Take out your gear, including your artifact, and test it again

So without any gear and artifact, my soothing mist ticks for : 4889
with enveloping up (40% (30 + 10) increase from mist wrap) : 9581
without mist wrap so it should be 30% increase : 8261

with 6851 (Mist Wrap), without Mist Wrap 6362.
According to the numbers it works properly. I'll leave it open for a bit if someone else has similar issues they can post a screenshot.

Hi! I found out that on myself the heal is bigger, but when healing others it's working fine(no artifact, no buffs, with mist wrap):
