Bug description: Completing this upgrade brings Seer Aleis to your order hall, next to Loramus. The work orders for your Seal of Broken Fate only cost 25 resources, and are ready in seconds.

This is a PVE bug as it gives 3 extra rolls on pve encounters.
This not working, combined with the fact that (another bug) "Sealing Fate quests" only work on order resources and not GOLD..realy hurts our chances of getting that item we are aiming for.

Bug description: Scythe is not spawned, Scythe is the npc that allows us to place work orders for a seal of broken fate.
