Nu e considerat incapacitate deoarece poti folosi abilitati atata timp cat ai improved hamstring pe tine.

rof = gen gouge , gresit gouge se sparge la cel mai mic dmg rof nu , si am impresia ca nu e considerat incapacitate , mai mult root ( nu stiu sigur)

So far Second Wind doesn't proc from Double hamstring, Cone of cold and Ring of Frost.

it shouldnt proc from rof, rof is an incapacitate effect, second wind basically should proc from roots/stuns, the bug is that it doesnt proc from imp hamstring which is a root just like imp cone of cold.
