This isn't illegal for dedicated players to connect through recreational means. The server will respond to an attack and isolate it. Its smart enough to know if your a player that has a connection at 1-1000ms, and a programmed attack that pings at 10000 times a second. Doesn't matter if its in romania or not, it will deny that address access.
