Isn't the one you linked from 4.0.6 or some older patch?

Freakz one is: "Gaining 1 soul shard and 5% total health every 1 sec" which should be correct imo.

ok i see but there is still a bug: in wowfreakz harvest generates 1 shard every 1 sec not 1 shard every 3 sec
