Pattern for this hat has 1.5% drop chance from cata world bosses. However I found only Garr is killable atm, so I was wondering if you could add the hat itself or at least pattern to the vote shop as fun item.

Nope . This item has 1 ilvl , the voteshop requires items in 20-359 ilvl range.

This would be cool to be in the vote shop for sure, you could make a mad hatter setup with it. Except for the 2 and 3/4 thing on it.

Any Item you can equip on your character have it's own ilvl. For fun items like occulars / hats like that one / tuxedo items are 1ilvl.
