Bug description: Summoned Primal Elementals deal full damage outside raids, but deal insignificant amounts (5-10) while inside a raid.
Proof:

This severely limits your DPS output, which is even worse if you have Assurance of Consequence.
I think it might be related to the fact that if you gain anything which modifies your attack power/spellpower, its damage will bug out.
